The toolkit of threats has evolved faster than protection

Today we face the hybrid threat as the norm: attacks are conducted simultaneously in physical and digital space. Perpetrators aim not just for theft, but for sabotage, espionage, and destabilization. Drones have become reconnaissance tools, and cyberattacks on physical security systems (IP cameras, access control) paralyze site protection. European law enforcement admits they lack the necessary tools for the digital age, and existing mandates (e.g., Europol's) do not even cover hybrid threats and sabotage.
The traditional private security market has proven unprepared for such challenges

The industry in Europe suffers from fragmentation, a "race to the bottom" in tenders, skilled labor shortages, and systemic pay issues. Decades of operating in a quasi-monopolistic environment have led major players to inadequately invest in personnel quality, realistic preparation for armed threats, crisis response, or integrated electronic and cyber security. The result is a market saturated with companies creating an "illusion of protection", unable to counter modern, well-prepared, and technologically sophisticated adversaries.

With the UN-recommended standard of 300 police officers per 100,000 population, Switzerland stands at only about 210. The actual deficit in operational capacity given new threats reaches 15,000–20,000 personnel.

Major General (Ret.)

One of the world's most experienced counter-terrorism specialists. He commanded the legendary YAMAM (Israel's National Counter-Terrorism Unit), led the Border Police and the Tel Aviv District Police in Israel. Conducted hundreds of hostage rescue and counter-terror operations. Advised organizers of the Atlanta Olympic Games (at the CIA's invitation) and the Athens Olympics. Headed the Israeli delegation to the Israel-Lebanon Monitoring Group with participation from the US, France, Syria, and Lebanon.
